Clive Lightfoot Ph.D.

Dr Clive Lightfoot consults in the installation and operation of business-to-business learning systems for rural African small and medium sized enterprises. Since gaining his PhD from Reading University in 1983 he has worked on participatory action research methods for small holder agriculture development in sub-saharan Africa and South-East Asia in many different institutional settings: Donor projects with DFID, Universities with Cornell, CGIAR research centers with IRRI and ICLARM and international NGO's with ILEIA, ICRA and ISG. Setting up Lightfoot Consulting in 1998 his consultancy work in knowledge management and the design and development of peer-to-peer learning systems has addressed the complex organizational challenges associated with reconciling conflicts and building collaborative partnerships in market chain development, natural resource management and decentralization and privatization of agriculture support services including information services.

Clients include UN agencies the International Fund for Agricultural Development and the Food and Agriculture Organization, national donors: SDC-Switzerland, Danida-Denmark, DFID-United Kindom, SIDA-Sweden and the World Bank. The current focus is on the development of Market Transaction Security services in Kenya, Uganda and Tanzania. Ueli Scheuermeier

Ueli Scheuermeier is Swiss and based in Berne. Since his MSc (agriculture) at the Swiss Federal Institute of Technology in 1980 his career has taken him to work as a trainer and designer of agriculture extension systems and later generally in diverse settings in rural development in Asia and Africa: Designing and coaching the setting up of government rural extension services, village level planning of natural resource management, marketing of innovative technology for rural electrification and water management, designing Public-Private-Parnerships, analytical set up for good local governance issues, SME-coaching in rural settings, ICTs in rural areas, rural finance and social investment funding, commercialization of services, etc. Learning in complex and difficult rural environments has been his main interest, over the years resulting in a strong push towards commercial engagement with rural people, and the associated learning requirements.

Clients have included Donor agencies (SDC, GTZ, DED), medium level companies (Sunlabob in Laos, NIDA in Uganda, Aguatuya in Bolivia), UN agencies (IFAD and FAO), and the World Bank. The current focus is on solar electrification in remote areas and water technology, along with Transaction Security Services in East Africa. The business partnership with Clive Lightfoot has evolved the Linking Local Learners methodology and platform at www.linkinglearners.net and the concepts and methodology of commercially viable Transaction Security Services.
